NOTICE OF A MEETING OF HAGWORTHINGHAM PARISH COUNCIL
NOTICE IS HEREBY GIVEN and Councillors are summoned to attend the meeting of Hagworthingham Parish Council that will be held on Monday 21 November 2022 at JJ’s Café, Main Road, Hagworthingham at 7.00 p.m. at which the under mentioned business will be transacted.
There will be a maximum 15 minute forum prior to the commencement of the meeting when members of the public may ask questions or make short representations to the Council. At the discretion of the Chairman there may be an additional 5 minutes at the end of the meeting at which members of the public can raise points relating to the meeting or items for consideration for inclusion on the next agenda.
Following which the Council will receive reports of the Police, County and District Councillors.

3. Declarations of Disclosable Pecuniary Interest in accordance with the Localism Act 2011 not previously notified and/or consideration of any written request for Dispensation
4. Notes of the meeting of the Council held on Monday 26 September 2022 to be approved as Minutes to be signed by the Chairman
5. Declaration of Acceptance of Office
Declaration of Acceptance of Office to be signed by co-opted Councillor, Paul Masters.
6. Village Repairs and Renovations
(i) To note the installation of the new village signs and to consider an article/photographs for the Village Voice;
(ii) It is proposed by Cllr P Masters that a sum of money be budgeted for public realm improvements in 2023 to include, but not be limited to, floral planters, uses for the telephone box, refurbishment/replacement of dilapidated benches. Members are asked to consider this within the context of budget and precept setting for 2023/24.
(iii) To consider necessary repairs to the flag pole and to consider purchasing replacement flags. (Provision to be included within the 2023/24 budget)
7. Maintenance of the Green at Church Lane
Following an article in the Village Voice; to consider public comments in respect of the green at Church Lane and determine the way forward for 2023.
8. Litter Bins
(i) Report of any progress with permissions for siting a litter bin at Old Main Road, and to further consider the matter and cost implication involved of c.£550; and
(ii) Proposed relocation of one of the two bins on Bond Hayes Lane (subject to permission for emptying being obtained from ELDC).
9. Financial Matters
(a) Monies at Bank
(b) To approve payment of outstanding invoices (as per Appendix A)
(c) To receive interim accounts and bank reconciliation
(d) To receive and decide upon budget/precept proposal for 2023/24
(e) Update on progress with changing the Councillor nominated with the bank to receive statements/cheque books, and additional cheque signatories

Temporary Traffic Restriction – full carriageway excavation and reinstatement – Mount Pleasant – 28/11/22 – 02/12/22 restrictions for 1 day
(ii) TTRO/TTR002636
Temporary Traffic Restriction – bridge parapet repairs – Harrington Road, bridge over River Lymn, vicinity of Stockwith Mill – 02/12/22 – 09/12/22 restrictions for 8 days
11. Planning Matters
To make comments to the Local Planning Authority with regard to the following application:
Planning Permission – S/070/02047/22 – Erection of a garden building – THE OLD RECTORY, BOND HAYES LANE, HAGWORTHINGHAM
To note the decision with regard to the following planning application:
Planning Permission – S/070/00006/22 – Erection of 1.no detached house with a detached single garage and construction of vehicular access - MOUNT PLEASANT FARM, MOUNT PLEASANT, HAGWORTHINGHAM – APPROVED
To note that the following item has been WITHDRAWN:
Planning Permission – S/070/01986/22 – Change of use of land for the siting of 6no. Camping pods with associated hot tubs and construction of a vehicular access – LAND EAST OF PEPPERS HOLT WOOD, HARRINGTON ROAD, HAGWORTHINGHAM

The date of the next meeting of the Parish Council is proposed as Monday 9 January 2023 to commence at 7.00 p.m. in JJ’s Café.
16. To resolve to go into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 to discuss the following matter:-
Clerk’s annual appraisal and matters relating to the terms and conditions of the Clerk’s contract of employment.
