NOTICE OF THE ANNUAL MEETING OF HAGWORTHINGHAM PARISH COUNCIL
NOTICE IS HEREBY GIVEN that the Annual Meeting of Hagworthingham Parish Council will be held in JJ’s Cafe on Monday 16 May 2022 commencing immediately following, but not earlier than 7.15 p.m., the Annual Parish Meeting to be held on that day at 7.00 p.m., at which the under mentioned business will be transacted.

AGENDA
1. To elect a Chairman, and signing of Declaration of Acceptance of Office
2. To elect a Vice-Chairman, and signing of Declaration of Acceptance of Office
3. Apologies for absence and reasons given
4. Declarations of Disclosable Pecuniary Interest in accordance with the Localism Act 2011 not previously notified and/or consideration of any written request for Dispensation
5. Notes of the meeting of the Council held on Monday 28 February 2022 to be approved as Minutes to be signed by the Chairman
6. Public Forum
To suspend the meeting for a short time to receive reports of County and District Councillors and the Police and any questions from the public, as appropriate.
7. To review and approve the insurance arrangements for 2022/23
The long term agreement with the Council’s insurer Zurich is due for renewal on 01/06/2022 with the following options:-
• A 5-year LTA premium of £263.07
• A 3-year LTA premium of £267.77
• A 1-year standard premium of £272.45
Members are asked to consider and decide on which option to accept.
8. To consider the Asset Register and any necessary updates
9. To review the Risk Assessment and any necessary updates
10. To review Standing Orders and Financial Regulations and decide whether any amendments/updates are necessary
11. Timetable of Meetings for 2022/23
Members are asked to consider and approve a Timetable of Meetings for 2022/23, suggested dates are as follows:
4 July 2022
15 August 2022
26 September 2022
21 November 2022 (to commence at 7.00 p.m.)
9 January 2023 (to commence at 7.00 p.m.)
27 February 2023 (to commence at 7.00 p.m.)
10 April 2023 (preceded by the Annual Parish Meeting at 7.00 p.m.)
Annual Meeting 15 May 2023 7.30 p.m. Subject to change as an Election year
Meetings are on a Monday and usually commence at 7.30 p.m., except where shown above commencing at 7.00 p.m. during the winter months.
12. Highways Matters
(i) Update, as available, on any ongoing Highways matters.
(ii) Update on refurbishment of bench at Linden Close, and to consider wording for a memorial plaque to commemorate the original dedication.
(iii) To consider reinstating Community Speedwatch exercises and any necessary refresher training which may be necessary for volunteers.
13. Rescheduled Spring Litter Pick
To set a new date for the litter pick postponed from earlier in the month.
14. Village Signs
To consider the way forward for a public consultation on repairs/renewals to village signs.
15. Working Groups
To consider the membership of working groups for 2022/23, and receive an update on progress, namely:
Grass Cutting working group, and Speed Awareness working group
16. Financial Matters
(a) Monies at Bank
(b) To note NJC pay scale for 2021/22 and Clerk’s pay adjustment of £41.40 for the year
(c) To note LCC Grass Cutting Agreement allowance for 2023 at £739.46
(d) The LALC web hosting provision is due for renewal at a cost of £150 p.a. for 10 hours hosting. Members are asked to consider and approve renewal of the contract for 2022/23
(e) To approve payment of outstanding invoices and payments already made
(f) To formally approve the accounts for the year ended 31 March 2022
(g) To receive the report of the Internal Auditor
(h) To approve the Annual Governance Statement in the Annual Return for the year ended 31 March 2022
(i) To approve the Accounting Statement in the Annual Return for the year ended 31 March 2022
(j) To resolve that the Chairman and the RFO sign the Certificate of Exemption to certify the Parish Council as exempt from a Limited Assurance Review under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015
17. Planning Matters
Planning Approval:-
S/070/00113/22 - HOLLY OAK, BOND HAYES LANE, HAGWORTHINGHAM
Planning Permission - Extension to existing dwelling to provide a conservatory. APPROVED Hagworthingham Parish Council raised no objections to this application.
18. To receive reports from Councillors relating to outstanding projects
To receive reports from Members relating to outstanding projects and requests for matters to be placed on the next agenda. No resolutions may be passed under this item.
19. To receive reports from the Clerk in relation to Council matters

21. To confirm the date of the next meeting of the Council
The date of the next ordinary meeting of the Council is proposed as Monday 4th July 2022 at 7.30 p.m. in JJ’s Café.
