Hagworthingham Parish Council

Minutes of the meeting of the Parish Council held on Monday 26 February 2024 commencing at 7.00 p.m.

Present:  With Cllr Edmund Done, there were present Cllrs – Mark Clayton, Paul Colam-French, Jan Hewitt, Paul Masters

Absent:  None

Also present:    2 members of the public 

The Chairman opened the public forum and a question was raised around the need for a second defibrillator for the village.

The Chairman declared the meeting opened at 7.10 p.m.

89.  Chairman’s Announcements

The Chairman wished to thank Cllr Jan Hewitt acting as Vice-Chairman in the Chair during his recent absence.

90. Apologies for absence and reasons given

There were none.

91. Declarations of Disclosable Pecuniary Interest in accordance with the Localism Act 2011 not previously notified and/or consideration of any written request for Dispensation

Cllr Done wished it to be noted that he would not participate in the consideration of the grass cutting allowance for the Church.

92. Notes of the meeting of the Council held on Monday 27 November 2023 to be approved as Minutes and signed by the Chairman

It was proposed by Cllr Hewitt, seconded by Cllr Clayton and:-

RESOLVED – That the notes of the meeting of the Council held on Monday 27 November 2023 be approved as a correct record and signed by the Chairman.

93. Co-Option to Vacant Seat

It was noted that Cllr Paul Colam-French was co-opted to the Parish Council and further noted was his 

Signed Declaration of Acceptance of Office. (Min 80, 27.11.23 refers)

94.  Co-option to Vacant Seat and Resignation of a Councillor

Members noted the resignation of Cllr Featherstone and the current casual vacancy available to be filled by Co-Option.

It was proposed by Cllr Hewitt, seconded by Cllr Masters and:-

RESOLVED – That Ruth Wisby be co-opted as a member of the Council, to formally take her seat at the next meeting.

95.  Provision of a second defibrillator for the village

Cllr Masters reported that Friends of Hagworthingham were considering a donation towards the provision of a second defibrillator for the village, as were the Dales Charity; each in the sum of £1,000.  Further information gathering was needed and a consultation on location would be requested to be published in the Village Voice, with comments directed to the Clerk.

96. Exploration of provision of a play area for the village

With no update to report

It was proposed by Cllr Masters, seconded by Cllr Colam-French and:-

RESOLVED – That this matter be put on indefinite hold.

97.  Financial Matters

(a) Monies at bank

Current account – £4470.66

Bus account - £6094.74

(b) To approve payment of outstanding invoices and payments already made as detailed in 

Appendix  A (attached)

It was proposed by Cllr Hewitt, seconded by Cllr Colam-French and:-

RESOLVED – (a) That items (a) and (b) (above) be noted and approved.

(c)  Parish Grass Cutting Agreement 2024/25 – to decide to continue with the current LCC Amenity Grass Cutting arrangement with allowance yet to be advised by LCC and to consider grass cutting arrangements for this year.

(d)  To consider a request for an increase in budgeted grass cutting allowance to the Church, from £200 to £640 (or a proportional further contribution towards these increased costs).

(e) To authorise the addition of new Councillor signatories to bank mandate.

Following due consideration, it was further proposed by Cllr Hewitt, seconded by Cllr Clayton and:-

Resolved – (b) That the Parish Grass Cutting Agreement with LCC be noted for 2024/25 continuing with the current arrangement and contractor; 

(c) that the increased grass cutting allowance of £640, requested by the Church, be funded in full; and

(d) that the addition of new Councillor signatories, namely Cllrs Colam-French and Wisby, be progressed as soon as possible.

98.   Planning Matters 

Members noted the recent following planning applications:

(i) Application reference S/070/00068/24 - Erection of 1 no. dwelling and detached garage.

LAND ADJACENT AND WEST OF FURZE HILL FARM, BOND HAYES LANE, HAGWORTHINGHAM

(ii) S/070/00097/24 - Construction of an agricultural vehicular access track (works already completed). 

LAND AT PARTRIDGE HURN, DEEP LANE, HAGWORTHINGHAM

No Parish Council comments were submitted with regard to these applications

99.   Highways Matters

Members noted the proposed redeployment of the Speed Indicator Device from 1st March 2024.

100. Neighbourhood Watch

No presentation was brought to the meeting with regard to any Neighbourhood Watch proposal.  Members noted the foregoing.

101. To receive reports from Councillors relating to outstanding projects

Various issues around potholes, blocked drains, fallen speed indicator sign and grit bin were noted as having been reported to Highways.

Concern was once again raised over the quality of the finished pointing on the War Memorial; the Clerk undertook to raise the matter again with the Contractor.

102. To receive reports from the Clerk in relation to Council matters

Members noted the current consultation on the National Grid Electricity Transmission – Grimsby to Walpole – Introduction to early stage proposals and all were urged to add their support to the protest.

103.  To receive general correspondence

There was none.

104. To confirm the date of the next meeting of the Council

It was proposed, seconded and:-

RESOLVED – That the date of the next ordinary meeting of the Council be agreed as Monday 8 April 2024 at JJ’s Café, to commence immediately following the Annual Parish Meeting scheduled for 7.00 p.m. that date, but not earlier than 7.15 p.m.
