Hagworthingham Parish Council

Minutes of the Extraordinary meeting of the Parish Council held on Monday 22 July 2024 commencing at 7.30 p.m.

Present:  With Cllr Jan Hewitt in the Chair there were present, Cllrs – Mark Clayton, Paul Colam-French, Edmund Done, Paul Masters and Ruth Wisby

In attendance:          Clerk Mrs Susan Archibald   

Also present:            3 members of the public   

Prior to the commencement of the meeting a member of the public present wished to comment that Friends of Hagworthingham, having made a substantial donation towards the provision of the second defibrillator for the village, urged the installation be made for a 365 days a year availability and works to be completed by September 2024.

The Chairman declared the meeting opened at 7.32 p.m.

35. Apologies for absence and reasons given

There were none.

36. Declarations of Disclosable Pecuniary Interest in accordance with the Localism Act 2011 not previously notified and/or consideration of any written request for Dispensation

There were none.

37. Special item in accordance with Standing Order 11.1 – Alterations or reversal of previous decisions

Note: Due to possible options being identified which had not previously been considered or discussed around the siting and provision of a second defibrillator, it was proposed by Cllrs Clayton and Hewitt, in accordance with Standing Order 11.1 that, in light of these alternative options, a decision be made as to whether to proceed as planned or whether to further explore these alternatives. (Min 14, 24.5.24 refers)

Following discussion around options, namely, siting on resident’s property; providing an insulated cabinet without electrical supply; proceeding with the non-metered connection as previously resolved, no proposal was made to change the previous decision.

It was proposed by Cllr Hewitt, seconded by Cllr Colam-French and:-

RESOLVED – (a) That it be noted that checking of the defibrillators would be carried out by Mrs S Baxter, as currently, at JJ’s Café and by Cllr Masters at the second site on Manor Road, with Cllr Colam-French as back up; and

(b) that authority be delegated to the Clerk, in consultation with the Chairman, to arrange an appropriate electricity supplier at the best possible contract price to be paid by direct debit.

38. To note the date of the next meeting of the Council

The date of the next ordinary meeting of the Council was noted as Monday 2 September 2024 at 7.30 p.m., and from 7.00 p.m., prior to the commencement of the meeting, a defibrillator refresher session hosted by EMAS Community Resuscitation Team – all welcome.

The meeting closed at 8.10 p.m.
