Hagworthingham Parish Council

Minutes of the meeting of the Parish Council held on Monday 8 April 2024 commencing at 7.30 p.m.

Present:  With Cllr Edmund Done in the Chair, there were present Cllrs – Paul Colam-French, Paul Masters, Mrs Ruth Wisby

Absent: Cllrs Mark Clayton, Mrs Jan Hewitt

In attendance:  Clerk Mrs Susan Archibald

Also present:   1 member of the public 

There were no questions from the public.

The Chairman declared the meeting opened at 7.30 p.m.

105.  Chairman’s Announcements

There were none.

106. Apologies for absence and reasons given

It was 

RESOLVED – That an apology with valid reason for absence be accepted from Cllr Mrs Jan Hewitt.

107. Declarations of Disclosable Pecuniary Interest in accordance with the Localism Act 2011 not previously notified and/or consideration of any written request for Dispensation

There were none.

108. Notes of the meeting of the Council held on Monday 26 February 2024 to be approved as Minutes and signed by the Chairman 

It was proposed by Cllr Wisby, seconded by Cllr Colam-French and:-

RESOLVED – That the notes of the meeting of the Council held on Monday 26 February 2024 be approved as a correct record and signed by the Chairman.

109.  Co-option to Vacant Seat

Members noted that Cllr Ruth Wisby was co-opted to the Parish Council and noted receipt of her signed

Declaration of Acceptance of Office. (Min 94, 26.2.24 refers)

110.  Co-Option to additional Vacant Seat 

There having been no call for an election to fill the additional current vacant seat, Members noted the further seat available to be filled by co-option.

111. Provision of a second defibrillator for the village

Following an update on progress todate, it was noted that a final proposal with costings for the provision of a second defibrillator for the village would be brought to the May meeting for a decision.

112. Financial Matters

(a)  Monies at Bank

(b)  To approve payment of outstanding invoices and payments made between meetings. 

(c)  Parish Grass Cutting Agreement 2024/25 – to note the allowance now advised by LCC of £1039.40

It was proposed by Cllr Masters, seconded by Cllr Colam-French and:-

RESOLVED – (a) That items (a) and (b) above be noted and approved;

(b) that the Parish Grass Cutting Allowance for 2024/25 of £1039.40 be noted. 

113.   Planning Matters 

Members noted the recent following planning application approvals:

(i) Application reference S/070/00068/24 - Erection of 1 no. dwelling and detached garage.

 FULL PLANNING PERMISSION

LAND ADJACENT AND WEST OF FURZE HILL FARM, BOND HAYES LANE, HAGWORTHINGHAM

(ii) S/070/00097/24 - Construction of an agricultural vehicular access track (works already completed).  FULL PLANNING PERMISSION

LAND AT PARTRIDGE HURN, DEEP LANE, HAGWORTHINGHAM

114.   To receive reports from Councillors relating to outstanding projects

Damage to the 40 mph speed sign and grit bin were noted to be passed to LCC Cllr Marfleet.  A bus shelter sweep and noticeboard clean would be carried out by Cllr Colam-French.  Cllr Masters would undertake a litter pick.

115. To receive reports from the Clerk in relation to Council matters

The Clerk reported that concerns over the War Memorial repairs had been discussed with the memorial mason, who assured her that he would be returning to inspect in coming weeks.  She undertook to follow up before the May meeting for further advices.

116.  To receive general correspondence

There was none.

117. To confirm the date of the next meeting of the Council

It was proposed, seconded and:-

RESOLVED – That the date of the Annual Meeting of the Parish Council be agreed as Monday 20 May 2024 at JJ’s Café at 7.30 p.m. 

The meeting closed at 7.50 p.m.

Note:  A member of the public present advised Members that the owner of a leaning tree at a private property opposite the Church had agreed that it would be dealt with to make safe.
