NOTICE OF A MEETING OF HAGWORTHINGHAM PARISH COUNCIL

NOTICE IS HEREBY GIVEN and Councillors are summoned to attend the meeting of Hagworthingham Parish Council that will be held on Monday 11 October 2021 at JJ’s Café, Main Road, Hagworthingham at 7.00 p.m. at which the under mentioned business will be transacted.

There will be a maximum 15 minute forum prior to the commencement of the meeting when members of the public may ask questions or make short representations to the Council.  At the discretion of the Chairman there may be an additional 5 minutes at the end of the meeting at which members of the public can raise points relating to the meeting or items for consideration for inclusion on the next agenda.

Following which the Council will receive reports of the Police, County and District Councillors.

4.  Notes of the meeting of the Council held on Monday 11 August 2021 to be approved as Minutes to be signed by the Chairman 

5.  Village Repairs and Renovations

(i)  To receive an update on the renovations of village street furniture; 

(ii)  to receive an update on timeframe for repair/renovation of War Memorial;

(iii) to consider a proposal by Cllr Freeman that the telephone box be considered for bedecking with flower troughs for next years’ spring/summer season (deferred from 11.8.21);

(iv) to consider any further ideas to progress the renewal of the village signs (deferred from 11.8.21); and 

(v) to receive an update on any progress with LCC to the request for information regarding possible replacement of stiles with kissing gates and to decide how to proceed, if at all, to progress matters.

6.  Litter Picking 

To receive an update on the litter picking exercises and note the provision of hi-viz vests and preparation of an updated risk assessment.  Members are asked to determine whether any further provision of equipment/ppe is required.

7.  Dilapidated Church Perimeter Fence

Due to the considerably deteriorated perimeter fence at the Church, it is proposed by Cllr Hammond that the Parish Council funds a replacement fence at a cost of c.£1,500 (subject to quotes).  Members are asked to consider this proposal and decide how, if at all, to proceed.

8.  Financial Matters
 
(a)  Monies at Bank

(b)  To approve donation to Church for grass cutting at increased level of contribution for 2021 - £600;

(c)  To approve donation to PCC for church light - £30.00

(d)  To approve donation (if event proposed to go ahead) to village fireworks - £200.00

(e)  To approve S.137 donation to The Poppy Appeal for poppy wreath - £20.00

(f)   To consider retrospective donation to PCC to assist with costs of village activity weekend held on 11th and 12th September the sum of c.£130 (tba)

(g)  To approve payment of outstanding invoices (as per Appendix A)

(h)  To receive interim accounts and bank reconciliation

(i)   Update on progress with changing the Councillor nominated with the bank to receive statements/cheque books

9.  Highways Matters

(i) Overhanging Trees

An issue raised at the last meeting with regard to overhanging trees on the North Side of High Street approaching the crossroads for Bond Hayes Lane and Harrington Road was deferred for further clarification and consideration at this meeting.  Members are asked to consider and decide how to proceed;

(ii) Overgrown trees

At the last meeting overgrown trees were noted at JJ’s Café; any update to be reported;

(iii)  Failure of drains at Church Lane

To consider reports of failed drains at Church Lane following recently repaired/new installation.

10.  Lincolnshire Treescapes Fund 

To receive an update on trees requested for the village participation in the Lincolnshire Treescapes initiative.

11.  To receive reports from Councillors relating to outstanding projects 

To receive reports from Members relating to outstanding projects and requests for matters to be placed on the next agenda.  No resolutions may be passed under this item.
 
12.  To receive reports from the Clerk in relation to Council matters

14.  To confirm the date of the next meeting of the Council

The date of the next meeting of the Parish Council is proposed as Monday 29 November 2021 to commence at 7.00 p.m. in JJ’s Café. Please note winter start time.

15.  To resolve to go into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 to discuss the following matter:-

Clerk’s annual appraisal and matters relating to the terms and conditions of the Clerk’s contract of employment.
