HAGWORTHINGHAM PARISH COUNCIL

NOTICE IS HEREBY GIVEN and Councillors are summoned to attend a Meeting of Hagworthingham Parish Council that will be held via remote video conferencing on Monday 22 February 2021 commencing at 7.00 p.m. at which the under mentioned business will be transacted.

Prior to the meeting there will be a maximum 15 minute forum between 7.00 and 7.15 p.m. when members of the public may ask questions or make short representations to the Council.  At the discretion of the Chairman there may be an additional 5 minutes at the end of the meeting at which members of the public can raise points relating to the meeting or items for consideration for inclusion on the next agenda.

Following which and prior to the commencement of the formal part of the meeting the Council will receive reports of the Police, County and District Councillors.

AGENDA

 

1.  Chairman’s Announcements

 2.  Apologies for absence and reasons given
 
3.  Declarations of Disclosable Pecuniary Interest in accordance with the Localism Act 2011 

     not previously notified and/or consideration of any written request for Dispensation

 4.  Notes of the meeting of the Council held on Monday 11 January 2021 to be approved as

     Minutes to be signed by the Chairman at a later date

5.  Casual Vacancy

     To consider and decide upon co-option to the current existing Casual Vacancy should any

     candidates have come forward.

6.  Highways Matters

     (i)  Speeding Issues/Replacement Passive Speed Notices

           Any updates, as appropriate.

     (ii)  Church Lane

           Update on necessary drain replacement works.

     (iii) Deep Lane

           Ongoing issue of poor and deteriorating road surface.

7.  Parish Land

     To consider future uses for the Parish Land and, in particular, enquiries received in respect of:

(i)  Hay cuts, and

(ii) grazing.

8.  Projects for investment in the Village

     To consider any ideas for projects for the village to spend some accumulated reserves, including £2000 capital funds from sale of land and £500 Anglian Water grant.

9.   Councillor Community Grant Application

      At the January meeting a suggestion was made to look at replacing stiles in the village with

      “kissing gates” and this could be eligible for an ELDC Councillor Community Grant Application;

      Members are asked whether they wish to pursue the idea and whether or not to apply for a grant.

10.  Replacement of Defibrillator Cabinet and resiting of device to a new location

      Members are asked to approve the purchase of a new cabinet to house the defibrillator at a cost

      of £600 + VAT and to consider its relocation to a new site, possibly the redundant telephone kiosk,

      and consider how best this may be achieved.

11. Asset Register and Insurance provision

     To approve the update to the Asset Register to include the PA system, and ratify its inclusion on

      the all risks insurance provision at an additional annual cost of £10.00.

12.  Financial Matters

     (a)  Monies at Bank

     (b)  To approve payment of outstanding invoices

     (c)  Bank signatories; update

13.  Planning Matters

      Planning Application Received

Members are asked to consider their response to the following planning application,

with comments to be submitted to the local planning authority:

       placed on the next agenda.  No resolutions may be passed under this item.
