NOTICE OF A MEETING OF HAGWORTHINGHAM PARISH COUNCIL
NOTICE IS HEREBY GIVEN and Councillors are summoned to attend the meeting of Hagworthingham Parish Council that will be held on Monday 27 February 2023 at JJ’s Café, Main Road, Hagworthingham at 7.00 p.m. at which the under mentioned business will be transacted.
There will be a maximum 15 minute forum prior to the commencement of the meeting when members of the public may ask questions or make short representations to the Council. At the discretion of the Chairman there may be an additional 5 minutes at the end of the meeting at which members of the public can raise points relating to the meeting or items for consideration for inclusion on the next agenda.
Following which the Council will receive reports of the Police, County and District Councillors.

3. Declarations of Disclosable Pecuniary Interest in accordance with the Localism Act 2011 not previously notified and/or consideration of any written request for Dispensation
4. Notes of the meeting of the Council held on Monday 21 November 2022 to be approved as Minutes to be signed by the Chairman
5. Damage to Gates
To note damage to the Gates at West End of village, with repairs costed at £325, with an excess of £100. Works have been ordered.
6. Flags
As budgeted and discussed previously, to approve payment be raised in the sum of £149.15 + VAT to Newton Newton Flags and Banners for replacement Union Flag and St George’s Flag, and to consider whether or not to acquire/fly a Coronation Flag on the weekend of 6 May 2023.
7. Financial Matters
(a) Monies at Bank
(b) To approve payment of outstanding invoices and payments made between meetings.
(c) Parish Grass Cutting Agreement 2023/24 – to note allowance advised by LCC of £804.79 and to consider grass cutting arrangements for this year.
(d) Update on bank signatories and change of correspondence address.
8. Planning Matters
(a) To consider and make comments to the Local Planning Authority with regard to the following planning application:
(i) S/070/00107/23 | Planning Permission – Change of use and conversion to provide a holiday let (works already completed) - SOUTH COTTAGE, OLD MAIN ROAD, HAGWORTHINGHAM PE23 4LX
9. Highways Matters
(i) Update, as available, on any ongoing Highways matters.
(ii) To note proposed reduction in speed limit to 50 mph on A158 at Rachel’s Café.
(iii) Proposed resiting of waste bin from Bond Hays Lane – following approval from ELDC to emptying a resited bin, Members are asked to consider and decide upon precise location, whether or not to proceed, and any necessary public consultation with neighbouring properties.
(iv) Wheelie bin speed limit stickers have been discussed previously and publicised with comments canvassed in the VV – it is proposed that the Parish Council purchase 50 initially to distribute along the High Street fronting properties who wish to participate. Members are asked to consider to resolve likewise, or not.
10. Village Coronation Event
To consider and decide upon hosting a village event during the Coronation weekend (6 May 2023) and to determine maximum expenditure to be funded from general reserves.
11. Volunteers for Church Grass Cutting
To receive an update on volunteer recruitment for grass cutting at the Church and to determine the willingness, or otherwise of the Parish Council to reinstating a scheme of support for paid grass cutting works (costings to be provided, expenditure to be met from general reserves as no budgeted provision for 2023) .
12. Village Voice
To receive an update on the current operating position of the Village Voice and proposal for its cessation of publication due to current alternative media options/dwindling of advertisers for paper publications.
13. To receive reports from Councillors relating to outstanding projects
To receive reports from Members relating to outstanding projects and requests for matters to be placed on the next agenda. No resolutions may be passed under this item.

16. To confirm the date of the next meeting of the Council
The date of the next ordinary meeting of the Council is proposed as Tuesday 11 April 2023 at JJ’s Café, to commence at the Spring start time of 7.30 p.m. Please note change of date due to Bank Holiday Easter Monday.
Please note that, due to Purdah, there will be no Annual Parish Meeting in April. It is proposed that this be held immediately prior to the Annual Meeting on Monday 22 May 2023, following the parish elections in May. Members are asked to resolve to accept the above dates.
