Hagworthingham Parish Council
Notes of the meeting of the Parish Council held on Monday 28 February 2022 commencing at 7.00 p.m.
Present: With Cllr Edmund Done (Chairman) there were present, Cllrs – Mr Mark Clayton, Mrs Heather Devereux, Mrs Jan Hewitt (Vice-Chairman), Mr David Powell
Absent: Cllrs Mr David Freeman, Mr Richard Hammond
In attendance: Mrs S Archibald, Parish Clerk
Also present: 3 members of the public
A broken gate post on Blind Lane was mentioned as was a sunken speed sign beyond Deep Lane; these would be reported on Fix My Street.
In their absence there were no reports of the County or District Councillors or the Police. The Chairman declared the meeting opened at 7.15 p.m.
64. Chairman’s Announcements
There were none.
65. Apologies for absence and reasons given
Apologies for absence with valid reasons given were received and accepted from Cllrs Freeman and Hammond.
66. Declarations of Disclosable Pecuniary Interest in accordance with the Localism Act 2011 not previously notified and/or consideration of any written request for Dispensation
Cllr Done wished to declare a non-pecuniary interest in matters relating to the Church.
67. Notes of the meeting of the Council held on Monday 29 November 2021 to be approved as Minutes and signed by the Chairman
It was proposed by Cllr Clayton, seconded by Cllr Powell and:-
RESOLVED – That the notes of the meeting of the Council held on Monday 29 November 2021 be approved as a correct record to be signed by the Chairman.
68. Fence at Church
Cllr Done confirmed that the Church would pay half of the cost of replacing the fence at the Church with Lincolnshire post and rail. Quotes had been gathered and a contractor appointed.
It was proposed by Cllr Devereux, seconded by Cllr Clayton and:-
RESOLVED – That, subject to receipt of final costings, up to £1,500 of the earmarked S.137 monies be made available to the Church to pay half towards the fence replacement.
69. Financial Matters
(a) Monies at bank
Current account - £2833.27
Bus account - £6032.30
(b) To approve payment of outstanding invoices
(c) Precept for 2022/23 – to note submission of precept demand to ELDC in the sum of £7324.15
It was
RESOLVED – (a) That monies at bank (a) and payments detailed at (b) be noted and approved.
It was further proposed by Cllr Hewitt, seconded by Cllr Clayton and:-
RESOLVED – (b) That submission of the precept demand for 2022/23 in the sum of £7324.15 be noted.
70. Planning Matters
(a) Members noted comments submitted to the Local Planning Authority with regard to the following planning
applications:
(i) S/070/00006/22 | Planning Permission - Erection of 1 no. detached house with a single detached garage and construction of vehicular access. | MOUNT PLEASANT FARM, MOUNT PLEASANT, HAGWORTHINGHAM, SPILSBY, PE23 4LU
Hagworthingham Parish Council does not object to this application.

(ii) S/070/00113/22 | Planning Permission - Extension to existing dwelling to provide a conservatory. | HOLLY OAK, BOND HAYES LANE, HAGWORTHINGHAM, SPILSBY, PE23 4LQ
Hagworthingham Parish Council raises no objection to this planning application.

(b) Members noted the following planning approvals:
(i) S/070/02118/21 - Outline erection of 1no. dwelling - MANOR LODGE, MANOR ROAD, HAGWORTHINGHAM - APPROVED
Hagworthingham Parish Council made no objection to this application but commented with regard to access/egress that it is a blind bend with four existing entrances/exits off.
(ii) S/070/02508/21 | Planning Permission - Erection of 3no. houses with integral garages and construction of a vehicular access, existing agricultural barn to be demolished. | LAND ADJACENT TO HOME FARM, MAIN ROAD, HAGWORTHINGHAM, SPILSBY, PE23 4LT – FULL PLANNING PERMISSION
Hagworthingham Parish Council made no objection to this application but raised concerns that this is a substantial development with proposed access off a very busy main road; it is on a bend with very poor vision of traffic coming in either direction for vehicles coming out the proposed exit.
(iii) S/070/02085/21- Change of use, conversion of, extension and alterations to existing building to provide self contained guest accommodation and additional living accommodation – THE OLD RECTORY, BOND HAYES LANE, HAGWORTHINGHAM – FULL PLANNING PERMISSION
Hagworthingham Parish Council made no comment in respect of this application.
71. Highways Matters
(i) Concern over fencing around dike – Clerk reported to LCC to request an additional rail, but no remedial works yet carried out;
(ii) Update on refurbishment of dilapidated bench at Linden Close; Cllr Done reported that the bench had been removed for repairs.
Note: Wording for a suitable plaque to commemorate its original placement would be considered at the next meeting.
(iii) Highways works reported: Hagg Road, LCC, Drainage Works – 14.3.22 to 18.3.22 and Bond Hays Lane, Western Power, Electricity diversion works – 4.4.22 to 8.4.22
72. Queen’s Platinum Jubilee
Members considered requests from Friends of Hagworthingham and Holy Trinity Church to fund events around the Jubilee celebrations and the Lincolnshire Wolds & Coast Churches Festival.
It was proposed by Cllr Powell, seconded by Cllr Hewitt and:-
RESOLVED – (a) That a grant to the Church of £175 towards an event on The Rectory Field on Sunday 5th June 2022, to include a picnic, childrens’ races and band to mark the Queen’s Platinum Jubilee be approved, with funds taken from the remaining Anglian Water monies;
(b) that a grant to the Church of £175 towards participation in The Lincolnshire Wolds & Coast Churches Festival in September 2022 be approved, with funds taken from the remaining Anglian Water monies; and
(c) that a grant to the Church of £50 to purchase Jubilee Medals for the Childrens’ races at the Sunday 5th June Queen’s Platinum Jubilee event be approved, to be funded from general reserves.
Note: The Clerk passed on the gift of a Platinum Jubilee flag to be flown over the bank holiday weekend in June.
73. Spring Litter Pick
A Spring Litter Pick would be carried out on Saturday 2 April 2022, meeting in the lay-by at 10.00 a.m. and would be publicised on the website and social media.
74. To receive reports from Councillors relating to outstanding projects
Cllr Done reported that the Church grass was now being cut by volunteers, but a fuel allowance may be requested later in the year; he further reported that the Church Light had been removed and the usual £30 grant made annual would no longer be required.
75. To receive reports from the Clerk in relation to Council matters
The Clerk reported on a revised village sign design proposal and, subject to receiving a rough idea of size needed, she would source a quote for the printing of same; details to be discussed at the April Annual Parish Meeting; Cllr Devereux would approach the Men’s Shed regarding refurbishment of the woodwork.
76. To receive general correspondence
The Clerk reported and read out a letter of thanks from the PCC for the Parish Council’s support over the year by way of grants and maintenance awards.
77. To confirm the date of the next meeting of the Council
It was proposed, seconded and:-
RESOLVED – That the date of the next meeting of the Parish Council be agreed as Monday 11 April 2022 immediately following the Annual Parish Meeting on that date at 7.00 p.m. in JJ’s Cafe.
