Hagworthingham Annual Parish Meeting

DRAFT Notes of the Annual Parish Meeting held on Monday 8 April 2024 commencing at 7.00 p.m.

Attendance:   With Cllr Edmund Done in the Chair there were present, four Parish Councillors, LCC Councillor Hugo Marfleet, Clerk Mrs Susan Archibald and 3 members of the public

The Chairman declared the meeting opened at 7.00 p.m.

1.   Minutes of the Annual Parish Meeting held on Monday 22 May 2023

It was proposed, seconded and:-

RESOLVED – That the notes of Annual Parish Meeting held on Monday 22 May 2023 be approved as a correct record and signed by the Chairman.

2.   Reports of the Chairman and the Clerk and RFO covering the activities of the Parish Council, District and County Councillors and the Police
 
The Chairman presented his report of the Parish Council’s activities over the last year, and welcomed incoming Councillors Paul Colam-French and Ruth Wisby and thanked outgoing Councillors Jackie Featherstone and Catherine Horton. 

He touched on a spate of burglaries locally and ongoing issues around water outages in the village. Speed was still a problem and thanks were extended to David Powell for his work in rotating the speed device.  Dog fouling was also highlighted with a bin having been relocated from Bond Hays Lane to Manor Road to try to encourage responsible dog walkers.

The meeting received a report of other Parish Council activities and Parish Council finances from Clerk and RFO Mrs Susan Archibald, as follows:-

The Clerk reported that the Parish Council met 7 times in the 2023/24 municipal year, with healthy finances and current earmarked and general reserves totalling c.£7,000.

She reported that the precept remained for 2024/25 at £7,324.15, and the full grass cutting cost at the Church at £640 would be reinstated this year, along with the usual programme of village grass cutting.

She reported that costings and information gathering was underway on the provision of a second defibrillator for the village; a decision due to be made on this at a future meeting.

LCC Councillor Marfleet reported on current good state of the highway in general but undertook to take away concerns of verge erosion at Harrington Road.

Note: In their absence there were no reports of the District Councillor or the Police

3.   To highlight one vacancy to be filled by Co-Option 

The Clerk highlighted that there was still one vacant seat on the Parish Council available for co-option of an eligible candidate, and applications were invited.

4.   Any reports of local charities and community groups

The Dales Charity

Cllr Done reported that thirteen Christmas hampers had been distributed, and twenty five cinema vouchers given out to local children.   He advised that fencing and hedging works had been carried out on the charity land to repair vehicle damage. The charity remains to assist those in need in the village, and all help given remains strictly confidential.

Friends of Hagworthingham

FOH reported on various fundraising activities, including a Summer Fair, Craft Fair, bingo, regular quizzes and a Panto.

5.   Open forum

The proposed provision of a second defibrillator for the village was discussed in detail.

FOH confirmed their support and offer of a £1,000 donation towards the purchase cost.

Cllr Masters reported that Aura Soma had pledged £500.

The overall cost of provision, including power supply installation was c.£3600 with further ongoing electrical supply costs to be determined.  Manor Road was nominated as the site location.

A final proposal and costings would be taken to the May meeting of the Parish Council for a decision.
