Hagworthingham Parish Council

Minutes of the meeting of the Parish Council held on Monday 27 November 2023 commencing at 7.00 p.m.

Present:  With Cllr Jan Hewitt Vice-Chairman in the Chair, there were present Cllrs – Mark Clayton, Jackie Featherstone, Paul Masters

Absent:  Cllr E Done

Also present:   3 members of the public 

The Chairman opened the public forum and directed the meeting to the agenda item addressing the matter of a play area for the village.

The Chairman declared the meeting opened at 7.05 p.m.

76.  Chairman’s Announcements

Cllr Hewitt reported that Cllr Done was making steady progress in his recovery.

She wished to extend condolences to the Clerk, Mrs Archibald, on her recent bereavement.  All concurred.

77. Apologies for absence and reasons given

It was 

RESOLVED – That apologies, with valid reasons for absence, be accepted from Cllr Edmund Done. 

78. Declarations of Disclosable Pecuniary Interest in accordance with the Localism Act 2011 not previously notified and/or consideration of any written request for Dispensation

Dispensation with regard to precept setting to be signed at the next meeting.

79. Notes of the meeting of the Council held on Monday 16 October 2023 to be approved as Minutes and signed by the Chairman at a later date

It was proposed by Cllr Featherstone, seconded by Cllr Masters and:-

RESOLVED – That the notes of the meeting of the Council held on Monday 16 October 2023 be approved as a correct record and signed by the Chairman at a later date.

80.  Co-option to Vacant Seat and Resignation of a Councillor

Members noted the resignation of Cllr Horton and the Notice of Vacancy currently advertising the casual vacancy.

It was proposed by Cllr Hewitt, seconded by Cllr Masters and:-

RESOLVED – That Paul Colam-French be co-opted as a member of the Council, to formally take his seat at the next meeting.

81.  Provision of a second defibrillator for the village

Cllr Masters reported that the Dales Charity was considering a donation towards the provision of a second defibrillator for the village

It was proposed, seconded and resolved:-

(a) That Cllr Hewitt progress a final donation amount with Trustees; and

(b) that this matter be considered further at the next meeting, all other issues around its placement/procurement being outstanding.

82. Exploration of provision of a play area for the village

With no update to report, this matter would be a standing agenda item for future meetings to progress.

83.  Neighbourhood Watch

Cllr Featherstone reported the new on-line nature of Neighbourhood Watch and proposed a further update to be presented to the next meeting.

84. Financial Matters

(a) Monies at bank

Current account – £5919.51

Bus account - £6069.22

(b) To approve payment of outstanding invoices and payments already made as detailed in 

Appendix  A (attached)

(c)  To receive interim accounts and bank reconciliation

(d) To note NALC pay award for 2023/24

It was proposed by Cllr Masters, seconded by Cllr Featherstone and:-

RESOLVED – (a) That items (a) to (d) (above) be noted and approved.

(e)  To receive and decide upon budget/precept proposal for 2024/25

Following due consideration, it was further proposed and:-

Resolved – (b) That the budget, as presented, be approved, with max. £700 earmarked for a replacement laptop; and 

(c) that the 2024/25 precept demand to ELDC be made in the sum of £7324.15, as last year.
    
(f)   Update on progress with additional cheque signatories

Members noted that this matter was still in process.  With newly appointed Councillors to become signatories immediately, as soon as practicable.

85. To receive reports from Councillors relating to outstanding projects

There were none.

86. To receive reports from the Clerk in relation to Council matters

There were none. 

87.  To receive general correspondence

There was none.

88. To confirm the date of the next meeting of the Council

It was proposed, seconded and:-

RESOLVED – That, in light of the precept having already been agreed,  the date of the next meeting of the Parish Council be agreed as Monday 26 February 2023 JJ’s Café at 7.00 p.m.  No meeting in January 2024.

The meeting closed at 8.00 p.m. with good wishes for a Happy Christmas to all
