Hagworthingham Annual Parish Meeting

Minutes of the Annual Parish Meeting held on Monday 22 May 2023 commencing at 6.50 p.m.

Attendance:   With Cllr Edmund Done in the Chair there were present, two Parish Councillors, Clerk, Mrs Susan Archibald and 1 member of the public

Prior to the commencement of the meeting, the Chairman wished to pay tribute and remember long term resident of the village and past Member of the Parish Council, David Mawby, who had died recently.

The Chairman declared the meeting opened at 6.50 p.m.

1.   Minutes of the Annual Parish Meeting held on Monday 16 May 2022

It was proposed, seconded and:-

RESOLVED – That the notes of Annual Parish Meeting held on Monday 16 May 2022 be approved as a correct record and signed by the Chairman.

2.   Reports of the Chairman and the Clerk and RFO covering the activities of the Parish Council 

The Chairman presented his report of the Parish Council’s activities over the last year, and thanked outgoing Councillors who had left during the year; Heather Devereux, David Freeman, Richard Hammond and David Powell.  He highlighted speedwatch and traffic calming measures in place by way of reduced speed limit at Rachel’s Café and use of the reactive speed device.  He also touched on village activities, particularly the Coronation Event and thanked David O’Connor for the use of The Manor gardens.  Village gates, signs and flags had all been repaired/upgraded in the year and, in this regard, he wished to extend thanks to the Men’s Shed, Louth, and to Stuart Crooks for his village sign artwork. He also thanked County and District Councillors, Hugo Marfleet and Will Grover for their ongoing support. He thanked the Vice-Chairman and Councillors personally for their support and the Clerk for her work and support to the Parish Council.

The meeting received a report of other Parish Council activities and Parish Council finances from Clerk and RFO Mrs Susan Archibald, as follows:-

The Clerk reported that the Parish Council met 6 times in the 2022/23 municipal year, had carried out various renewals as previously mentioned, and had also made a significant contribution to the full replacement of the perimeter fence at the Church.

She reported that the precept remained for 2023/24 at £7,324.15, and grass cutting would resume at the Church this year.

Note: In their absence there were no reports of District, County Councillors or the Police

3.   To acknowledge the newly elected Parish Council and highlight three vacancies to be filled by Co-Option at the Annual Meeting to be held immediately following this meeting.  

The Clerk highlighted that there were three vacant seats on the Parish Council available for co-option of eligible candidates, and applications were invited.

4.   Any reports of local charities and community groups

The Dales Charity
Cllr Done reported that ink cartridges had been provided to all children in the village to help with home learning in lockdown; hampers had been distributed at Christmas; a second defibrillator was proposed to be purchased for the village to be sited in Church Lane, adjacent to the Church; the charity remains to assist those in need in the village, and all help given remains strictly confidential.

There being no questions, the meeting closed at 7.00 p.m.
