Hagworthingham Annual Parish Meeting

Notes of the Annual Parish Meeting held on Monday 16th  May 2022 commencing at 7.00 p.m.

Attendance:

With Cllr Edmund Done in the Chair there were present, six Parish Councillors, Clerk, Mrs Susan Archibald and 2 members of the public

The Chairman declared the meeting opened at 7.00 p.m.

1.   Minutes of the Annual Parish Meeting held on Monday 4 May 2021

It was proposed, seconded and:-

RESOLVED – That the notes of Annual Parish Meeting held on Monday 4 May 2021 be approved as a correct record and signed by the Chairman.

2.   Reports of the Chairman and the Clerk and RFO covering the activities of the Parish Council

The Chairman presented his report of the Parish Council’s activities over the last year, and welcomed Cllr Heather Devereux who joined the Council in August 2021. He touched on village activities, litter picking, proposed Jubilee events and village improvements by way of street furniture refurbishment and various highways improvements, particularly Deep Lane, for which Cllr Hugo Marfleet was thanked for his support in village highway’s matters.  He thanked the Vice-Chairman and Councillors personally for their support and the Clerk for her work and support to the Parish Council.

The meeting received a report of other Parish Council activities and Parish Council finances from Clerk and RFO Mrs Susan Archibald, as follows:-
The Clerk reported that the Parish Council met 5 times in the 2021/22 municipal year, fewer than usual meetings due to COVID restrictions. The Council’s finances continue to be healthy with current earmarked and general reserves standing at £8,107.30.  The Clerk’s salary and expenses came in at slightly less than budgeted but the Amenity grass cutting allowance fell short of covering the actual grass cutting carried out, and, with the various urgently needed repairs and updates to the village street furniture and war memorial works there was an overall budget deficit of £2,258.59 at the 2022 year end.

She reported that the precept had been increased for 2022/23 to £7,324.15, largely to cover a grant to the Church for urgent and essential renewal of the perimeter fence and further necessary strengthening works to be carried out on the War Memorial.

She highlighted that the Parish Elections were next due in April 2023.

Note: In their absence there were no reports of District, County Councillors or the Police

3.  Village Signs

The meeting once again considered the refurbishment/replacement of the village signs and various quotes obtained were discussed.  The Men’s Shed would be consulted for quotes for works to the posts and firm prices would be brought to a future Parish Council meeting.  Various avenues for public consultation were discussed, including consultation at local village events and in the VV.

4.   Reports of local charities and community groups

THE REV WILLIAM DALES CHARITY

This long standing village charity is there to help people in need, men, women, or children.  The three Trustees remain as Rev. Canon Peter Coates, Cllr Jan Hewitt and Cllr Edmund Done.  

All enquiries and payments made are strictly confidential and Cllr Done reported that Christmas hampers had been distributed last year as well as ink cartridges for home schooling and £5 Jubilee coins for all children under 16.   

FRIENDS OF HAGWORTHINGHAM

Good take up of regular bingo sessions at JJ’s Café was reported and Jubilee Celebrations in hand for 5th June.

5.   Open Forum

Concern was raised over the condition of village footpaths when other local villages had received full footpath refurbishment recently.  The Clerk undertook to make enquiries of LCC.

A bin at the lay-by on Old Main Road was requested; once again, the Clerk undertook to make enquiries, but cautioned that a bin could only be placed if ELDC agreed to include emptying on its refuse collection rounds.

The meeting closed at 7.28 p.m.
