Hagworthingham Parish Council 

Minutes of the meeting of the Parish Council held on Monday 23 February 2026 commencing at 7.00 p.m. 

Present:  With Cllr Mark Clayton in the Chair, there were present, Cllrs – Andrew Bruce, Leia Richards, Samantha Richards and Paul Masters  

In attendance:    Clerk Mrs Susan Archibald

 

A local resident wished to highlight a community initiative looking at taking on the village pub as a community venture.  Planning was in the early stages, but the group would be invited to the Annual Parish Meeting in April to update on progress and ideas.

There being no attendance from the District and County Councillors the Chairman declared the meeting opened at 7.10 p.m. 

 

61. Chairman’s Announcements 

There were none.

62. Apologies for absence and reasons given 

There were none.

63. Declarations of Disclosable Pecuniary Interest in accordance with the Localism Act 2011 not 

previously notified and/or consideration of any written request for Dispensation 

There were none. 

64. Notes of the meeting of the Council held on Monday 24 November 2025 to be approved as Minutes and signed by the Chairman  

It was proposed, seconded and:- 

RESOLVED – That the notes of the meeting of the Council held on Monday 24 November 2025 be 

approved as a correct record and signed by the Chairman. 

65.  Co-Options to Vacant Seats 

Members noted the two vacancies remaining available for co-option. 

66.  Defibrillator Issues

(a) Manor Road – Members noted that the heater had been inspected and returned as working – Cllr Masters monitoring; and

(b) JJ’s Café – Members noted the obsolete equipment but awaited advice of new pads ordered and costings for a future replacement device.

67. Flagpole Repairs and Flag Replacement

Members received a report on the necessary repairs to secure the flagpole and the cost of a replacement Lincolnshire flag.

It was proposed by Cllr Bruce, seconded by Cllr Masters and:- 

RESOLVED – (a) that authority to engage a contractor to secure the flagpole be delegated to the Clerk in consultation with the Chairman, and

(b) that a replacement Lincolnshire flag be purchase at a cost of £95.50 + VAT.

68. Community Speedwatch

Members discussed Community Speedwatch exercises of previous years and, due to lack of interest and trained volunteers, no proposal was made to resume exercises at this time.

69.  Highways Matter

Members noted that the potholes reported on Bond Hays Lane were noted as “under assessment” on Fix My Street

70. Financial Matters 

(a) Monies at bank 

Current account - £7226.58 

Bus account - £6213.13

(b)  To approve payment of outstanding invoices  

(c) To note the ongoing Parish Grass Cutting Agreement with LCC, awaiting advice of 2026/27 contribution

It was proposed, seconded and:- 

RESOLVED – (a) that items (a) (b) and (c) (above) be noted and approved.

(d) Members considered the request from the Church to increase this year’s grass cutting grant from the budgeted £740 to £800.

It was proposed by Cllr Bruce, seconded by Cllr S Richards and:- 

RESOLVED – (b) That the grass cutting grant to the Church be increased to £800 for 2026.

(e) In light of the reduced monthly charges to Npower, that a DD be set up for future payments;

(f) The meeting received an update that Cllr Bruce was in the process of being added as a bank signatory.

It was further proposed by Cllr S Richards, seconded by Cllr Bruce and:- 

RESOLVED – (c) that items (e) and (f) (above) be noted and approved.

71. Planning Matters 

Members considered the following planning application: 

Application reference 03854/25/FUL - Erection of 4no. dwellings with associated garages and  

construction of a vehicular access. LAND OFF BOND HAYES LANE HAGWORTHINGHAM 

It was proposed by Cllr Bruce, seconded by Cllr Masters and:- 

RESOLVED – That Hagworthingham Parish Council is neutral with regard to this application but wish to comment on the potential cumulative impact on provision of water supply which regularly sees properties suffer with low water pressure and water outages.

Members noted the following consultation for which no comment had been submitted:

Application reference 03742/25/FUL – Erection of a replacement pig unit and demolition of 

existing pig buildings. PIG FARM, HARRINGTON ROAD, HAGWORTHINGHAM

To note the recent following planning approval:

Application reference 03712/25/FUL - Planning Permission - Change of use of existing outbuilding to form a holiday let (works completed). The Old Rectory Bond Hayes Lane Hagworthingham PE23 4LH  - APPROVED

No Parish Council comment was submitted with regard to this application.

Members noted the foregoing.

72.  To receive reports from Councillors relating to outstanding projects  

There were none. 

73. To receive reports from the Clerk in relation to Council matters 

There were none.

74. To receive general correspondence 

There was none.

75. To confirm the date of the next meeting of the Council 

It was proposed, seconded and:- 

RESOLVED – That the date of the next meeting of the Parish Council be agreed as Monday 13 April 2026 at JJ’s Café, to commence immediately following the Annual Parish Meeting scheduled for 7.00 p.m. that date, but not earlier than 7.15 p.m.
