NOTICE OF A MEETING OF HAGWORTHINGHAM PARISH COUNCIL
 
NOTICE IS HEREBY GIVEN and Councillors are summoned to attend the meeting of Hagworthingham Parish Council that will be held on Monday 23 February 2026 at JJ’s Café, Main Road, Hagworthingham at 7.00 p.m. at which the under mentioned business will be transacted.
 
There will be a maximum 15 minute forum prior to the commencement of the meeting when members of the public may ask questions or make short representations to the Council.  At the discretion of the Chairman there may be an additional 5 minutes at the end of the meeting at which members of the public can raise points relating to the meeting or items for consideration for inclusion on the next agenda.
 
Following which the Council will receive reports of the County and District Councillors.

5.  Co-Options to Vacant Seats
 
     To note that two vacancies remain available for co-option of Councillors.
 
6.  Defibrillator Issues 
 
(i) Manor Road – to note the cabinet heater failure and return to manufacturer – update as available.
(ii) JJ’s Café – to note advice of obsolete equipment and to decide how to proceed with regard to replacement pads and future replacement device.
 
7.  Flagpole Repairs and Flag Replacement
 
To determine the necessary repairs needed to secure the flagpole and to decide how to proceed, and, to authorise purchase of new Lincolnshire flag at a cost of c.£130.
 
8.   Community Speedwatch
 
      To receive any update on volunteer recruitment and/or proposal to re-establish Community
       Speedwatch exercises in the Spring.
 
9.   Highways Matters
 
      To note that the potholes reported on Bond Hays Lane are noted as “under assessment” on Fix My Street.
 
10.  Financial Matters
 
     (a)  Monies at Bank
     (b)  To approve payment of outstanding invoices and payments made between meetings
     (c)  Parish Grass Cutting Agreement 2026/27 – to note the ongoing LCC Amenity 
           Grass Cutting arrangement with allowance to be advised by LCC.
     (d)  To receive correspondence in relation to a request for increased grant payment in respect
            of grass cutting at the Church from budgeted £720 to anticipated £800.
     (e)  To note the continued revised billing amounts from NPower with regard to the Manor Road 
           defibrillator and to consider dd payments rather than monthly cheques
     (f)  Update on bank signatories
              
11.   Planning Matters 
 
       To consider the following planning application with comments to be forwarded to the 
        Local Planning Authority: 
 
       Application reference 03854/25/FUL - Erection of 4no. dwellings with associated garages and  
       construction of a vehicular access. LAND OFF BOND HAYES LANE HAGWORTHINGHAM 
 
       To note the following consultation for which no comment was submitted:
 
       Application reference 03742/25/FUL – Erection of a replacement pig unit and demolition of 
       existing pig buildings. PIG FARM, HARRINGTON ROAD, HAGWORTHINGHAM
 
       To note the recent following planning approval:
 
Application reference 03712/25/FUL - Planning Permission - Change of use of existing outbuilding to form a holiday let (works completed). The Old Rectory Bond Hayes Lane Hagworthingham PE23 4LH  - APPROVED
 
 No Parish Council comment was submitted with regard to this application.

       To receive reports from Members relating to outstanding projects and requests for matters to be 
       placed on the next agenda.  No resolutions may be passed under this item.

       The date of the next ordinary meeting of the Council is proposed as Monday 13 April 2026 at 
       JJ’s Café, to commence immediately following the Annual Parish Meeting scheduled for 7.00 
       p.m. that date, but not earlier than 7.15 p.m.
