Hagworthingham Parish Council
Minutes of the meeting of the Parish Council held on Monday 14 April 2025 commencing at 7.20 p.m.
 
Present: With Cllr Jan Hewitt in the Chair there were present Cllrs – Mark Clayton, Paul Colam-French and Paul Masters. 
 
Absent:  Cllr Ruth Wisby.
In attendance: Clerk Mrs Susan Archibald 
The Chairman declared the meeting opened at 7.20 p.m.
100. Chairman’s Announcements
There were none.
101. Apologies for absence and reasons given
An apology for absence was accepted from Cllr Wisby.
 
102. Declarations of Disclosable Pecuniary Interest in accordance with the Localism Act 2011  not previously notified and/or consideration of any written request for Dispensation
There were none.
 
103. Notes of the meeting of the Council held on Monday 24 February 2025 to be approved as Minutes and signed by the Chairman
It was proposed by Cllr Hewitt, seconded by Cllr Colam-French and:-
RESOLVED – That the notes of the meeting of the Council held on Monday 24 February 2025 be approved as a correct record and signed by the Chairman.
 
104. Co-Options to Vacant Seats
There was no progress to report with the current casual vacancies.
 
105. Provision of new bench(es)
(a) The provision of 2 x percher seats for the lay-by bus shelter at a cost of £300 was noted. 
(b) There was no proposal to place an additional bench in the churchyard as had previously been discussed.
 
105. Community Speedwatch
The meeting noted that an appeal for volunteers was being made through the soon to be delivered village leaflet.
 
106. VE Day Celebrations
The purchase of the VE Day flag was noted and the village event due to be held on 5th May 2025.
 It was proposed by Cllr Colam-French , seconded by Cllr Hewitt and:-
RESOLVED – That the Parish Council contributes up to £200 towards one third of the expenses of the event.
 
107.  Leaflet
 It was proposed by Cllr Colam-French , seconded by Cllr Hewitt and:-
RESOLVED – That the village leaflet, as presented, to be produced and delivered at the earliest opportunity
be approved.
 
108.  Highways Matters
Members noted Temporary Traffic Regulation Order TTR0101552.05.2 – Road Closure Raithby 
Road northwest of Hagworthingham crossroads for drainage excavations and repairs 5 days 
during the period 28.04.25 to 02.05.25.
 
109. Financial Matters
(a) Monies at bank
Current account - £4610.55
Bus account - £6176.35
(b) To approve payment of outstanding invoices
It was proposed by Cllr Colam-French, seconded by Cllr Clayton and:- 
RESOLVED – (a) that items (a) and (b)(above) be noted and approved;
 
It was further proposed by Cllr Colam-French, seconded by Cllr Hewitt and:-
RESOLVED – (b) that the clarification received from Holy Trinity Hagworthingham Supporters Group be noted with regard to the request for a grant towards grass cutting in 2025 and that the sum of £640 be approved, with a request made to the group that the paths around the Churchyard be considered for urgent improvement.
 
It was further:-
RESOLVED – (c) that the non-allocation of the third quarter PAYE cheque cashed on time by HMRC be noted, pending resolution.
 
110. To receive reports from Councillors relating to outstanding projects
There were none.
111. To receive reports from the Clerk in relation to Council matters
 
There were none. 
112. To receive general correspondence 
 
There was none.
 
113. To confirm the date of the next meeting of the Council 
 
It was proposed, seconded and:-
 
RESOLVED – That the date of the Annual meeting of the Parish Council be agreed as Monday 19 May 2025 at JJ’s Café to commence at 7.30 p.m.
