January 2020 Minutes
Minutes of the meeting of the Parish Council held at JJ’s Cafe on Monday 13 January 2020 commencing at 7.00 p.m.
Present: With Cllr Richard Hammond in the Chair there were present, Cllrs Mr Mark Clayton, Mr Edmund Done, Mrs Rachel Elliott, Mrs Jan Morris-Holmes, Mr David Powell, Mr John Redman
In attendance: Clerk Mrs Susan Archibald
Also present: Cllr H Marfleet, LCC (part)
Cllr Marfleet made a comprehensive report of LCC Highways matters, particularly in relation to Deep Lane and Church Lane. He urged the Council to request a gulley plan and to plot any missing gullies to update LCC records.
The police had tabled a report of a stolen campervan and appealed for witnesses.
In the absence of Cllr Grover, there was no report of ELDC.
The meeting opened at 7.40 p.m.

83. Declarations of Disclosable Pecuniary Interest in accordance with the Localism Act 2011 not previously notified and/or consideration of any written request for Dispensation

84. Notes of the meeting of the Council held on Monday 18 November 2019 to be approved as Minutes and signed by the Chairman
It was proposed, seconded and:-
RESOLVED – That the notes of the meeting of the Council held on Monday 18 November 2019 be approved as a correct record and signed by the Chairman.
85. Community Speedwatch
The subject of speed limits through the village having been covered by Cllr Marfleet, there was nothing new to report.
86. Planning Matters
Members considered their response to the following planning application received:
S/070/02288/19 Outline erection of up to 3no. dwellings on the site of an existing agricultural building which is to be demolished (with means of access to be considered). HOME FARM, MAIN ROAD, HAGWORTHINGHAM, SPILSBY, PE23 4LT
It was proposed by Cllr Elliott, seconded by Cllr Redman and:-
RESOLVED - That the Parish Council supports this application.
87. Highways Matters
- Flooding at Church Lane: It was reported that a comment had been received from local residents that a previous assertion that flooding on Church Lane had been alleviated in recent months was erroneous and issues of water ingress to property continued.
- Obstruction of school buses at lay-by at Old Hall: It was reported that the school bus provider had welcomed the notification and modified its procedures and, where the lay-by was obstructed, buses would use the main bus stop in future.
Members noted the foregoing.
3. Informal tree survey: following some discussion around the suggestion of undertaking an informal tree survey in the village, there was no proposal that this be taken any further.
88. Financial Matters
(a) Monies at bank as at 31 December 2019 Current account - £4345.71 Bus account - £6029.48
(b) To approve payment of outstanding invoices
(c) To note precept demand for 2020/21 of £5824.15
(d) To consider uses for Anglian Water £500 goodwill payment
It was proposed, seconded and:-
RESOLVED –(a) That the monies at bank at (a) payments detailed at (b) and precept demand for 2020/21 of £5824.15 be noted and approved; and
(b) the use of the Anglian Water goodwill payment be deferred to a future meeting.
89. To receive reports from Councillors relating to outstanding projects
Cllr Redman reported that he would be working on shelves for leaflets to be housed in the phone box.
Cllr Morris-Holmes reported that an Assistant Editor had been appointed to work with her on the Village Voice.
Cllr Done reported on ongoing support needed for proposed church improvements.
90. To receive reports from the Clerk in relation to Council matters

There was none.
92. To confirm the date of the next meeting of the Council
It was proposed, seconded and:-
RESOLVED – That the date of the next ordinary meeting of the Parish Council be agreed as Monday 24 February 2020 to commence at 7.00 p.m. in JJ’s Café.
The meeting closed at 8.20 p.m.
